What specialised inspection is and which shipments need it

Shippers often confuse specialised inspection with the customs physical check. They are two different things, run by two different authorities, and most shipments need both.

A physical check is customs opening the container to compare the goods against the declaration. Specialised inspection is the line ministry confirming the goods may be imported at all, for example plant quarantine, quality control, or equipment age assessment.

Three groups that get stuck

Food and food ingredients: self declaration or a registered declaration is needed before the cargo arrives.

Used machinery: equipment age assessment, filed together with the declaration.

Chemicals: classified against a list, and some types must be declared before the vessel berths.

The filing order that saves time

Register the specialised inspection before or at the same time as the declaration. Do not wait for the channel result. If you only file the certificate afterwards, the cargo has already sat in the yard for days.
