Customs formalities
Customs clearance means declaring import and export cargo to the customs authority so that duty can be assessed and the cargo released. This step decides the delivery date and the storage cost.
A wrong HS code, a missing permit or a misdeclared value leaves the cargo in the yard while detention runs up by the day. Morning Logistics is a licensed customs broker and signs the declaration alongside your company, with the responsibility that goes with it.
Scope of work
The declaration transmitted to VNACCS, with the channel result followed and every customs response dealt with through to release.
We review the policy on the commodity and apply the right HS code from the start, which keeps you clear of duty reassessment, back collection and post clearance penalties.
Handled at seaports, airports and land border gates nationwide, so you are not looking for a different company in each location.
Animal and plant quarantine, conformity declaration, food safety, and specialised permits under the rules of each line ministry.
Certificates of origin (C/O) under the forms of the trade agreements in force, so the cargo gets the preferential duty rate.
Container haulage and door delivery as soon as the declaration is released, which keeps detention and storage days down.
Our staff attend the yard for physical inspection, present the case to the customs officer and act on the spot when a declaration gets stuck.
The declaration goes to VNACCS with the invoice, the packing list and the bill of lading.
The system returns green, yellow or red, and each channel calls for something different.
Duty paid against the assessment, any inspection completed, and the released declaration issued.
Specifications
| Channel | What customs does | What the company has to do |
|---|---|---|
| Green | Accepts the declared information, no detailed file check and no physical inspection | Pay duty where it applies and collect the cargo |
| Yellow | Detailed check of the paper file, no physical inspection yet | Present the document set and explain anything unclear |
| Red | Detailed check of the file plus physical inspection of the cargo | Present the cargo for inspection and cover the handling and storage costs incurred |
The channel is set by the system on the basis of the company’s record and the commodity. A clean file from the start is the only way to cut the risk of landing in the yellow or the red channel.
| Cost item | What it covers | Who collects it |
|---|---|---|
| Declaration service fee | Preparing and transmitting the declaration and following the channel through to release | Morning Logistics |
| Duties and state fees | Import duty, VAT and customs fees per the tariff | The State |
| Port and airport charges | Lift on lift off, container detention, storage, air cargo terminal fees | The port or the air cargo terminal |
| International freight | Ocean or air freight on the main leg | The shipping line or the airline |
| Domestic transport | Container haulage or truck delivery on the final leg | Morning Logistics |
| Specialised inspection | Quarantine, conformity, survey, permits | The relevant authority |
Our quotes separate every line so you can see what goes to the State, what goes to the carrier and what is our service fee.

The biggest cost is usually not the declaration fee, it is the days spent in the yard because the file was short or the HS code was wrong. We review the documents before the cargo lands, so the declaration can run the moment the bill of lading is in.
