What changed
The assessment certificate must go in with the customs file. It used to be allowed as a late filing within 30 days. That is gone.
Equipment older than 10 years can still be imported, but it needs written approval from the line ministry.
Effect on shipments already moving
Shipments loaded before the effective date follow the old rules. The reference is the bill of lading date, not the declaration date.
