The cargo group hit hardest is agricultural produce to Japan, which often waits on quarantine results before going to the yard.
Book the quarantine inspection before hauling the container to the port. If you know a shipment will wait, consider staging it at an ICD first. The rate difference usually covers the extra haulage.
